Work backwards from the saleable product
The IEA's supply analysis highlights the timing challenges involved in developing mineral projects. For an individual rare-earth route, a useful review starts with the intended product and works backwards through the activities needed to deliver it.
List the dependencies: feed readiness, process installation, utilities, commissioning and customer acceptance where relevant. Identify which activities can proceed in parallel and which require another to finish. A schedule is more informative when it shows these relationships than when it lists several optimistic dates independently.
Separate progress from schedule control
A visible construction milestone can be genuine progress without changing the earliest possible delivery date if another package remains the constraint. Ask what activity currently determines the commercial endpoint and what evidence supports its timing. Avoid inferring that a project is on schedule simply because some work is complete.
Keep contingencies and external dependencies explicit. A shared processor, infrastructure connection or qualification programme may sit outside the developer's direct control. For alternatives using that same dependency, do not assume their schedules are independent just because they belong to different companies.
A worked hypothetical schedule
A mine is expected to be ready in June, a converter in September and product qualification to take place after converter commissioning. The mine's June date is not the first qualified delivery date. If qualification depends on stable production, its timing cannot simply be placed before that evidence exists. Label every assumed duration rather than presenting the sequence as a company forecast.
A schedule review that exposes the constraint
| Field | Question |
|---|---|
| Endpoint | Which saleable or qualified product? |
| Predecessor | What must happen first? |
| Evidence | What supports the activity date and duration? |
Your review checklist
- Define the commercial endpoint.
- Map predecessor activities.
- Identify the current constraining dependency.
- Keep assumed durations separate from disclosed dates.

Does first production mean first customer delivery?
Not necessarily. Finishing, qualification or logistics can remain after initial output.
Can two project schedules share one critical dependency?
Yes. A common processor or infrastructure project can affect several developments at once.
