Identify the observation window
Energy Fuels' White Mesa milestone announcement distinguishes product achievement from circuit design capacity. A subsequent output review should likewise establish what happened over the actual operating period, rather than treating a capacity rate as the observed result.
Record the start and end of the reported run when disclosed, the feed used and the product boundary. A calendar quarter can contain commissioning, maintenance and production campaigns. Dividing its output by an assumed continuous run can therefore misstate both performance and available supply.

Separate rate, duration and repetition
A high rate during a short run answers a different question from sustained output over repeated campaigns. Ask whether the result was a peak, an average during operating hours or an average over the whole calendar period. These measures can all be useful when labelled correctly.
For annual scenarios, make operating time, feed continuity, maintenance and ramp-up assumptions explicit. Do not claim that the supplier will achieve the scenario merely because the arithmetic is correct. For procurement, recurring acceptable product and allocation remain more important than the best single reported rate.
A worked hypothetical annualisation
A hypothetical plant produces 20 tonnes during a ten-day campaign, averaging two tonnes per operating day. Multiplying by 365 gives 730 tonnes only under an unsupported assumption of year-round repetition. If your scenario instead assumes 200 comparable operating days, it gives 400 tonnes before other adjustments. Both are scenario calculations, not reported annual output.
