Parse the original production milestone
Energy Fuels' June 2024 announcement reported commercial separated NdPr production at White Mesa and described product specifications and circuit design capacity. Those are related but different measures: specification describes the material, capacity describes a rate and output requires a reporting period.
Retain the historical announcement as a milestone, then seek subsequent results for the period relevant to your decision. A plant's first on-spec product does not establish uninterrupted output at its design rate in every later quarter.

Investigate feed and operating campaigns
For a facility handling more than one material or processing activity, ask which circuit and campaign a disclosed quantity describes. Keep feed availability, processing time and product output distinct. The existence of a broader industrial site does not imply that every circuit operates continuously or at the same utilisation.
Check the feed route as well as the separated product. A future upstream project, an inventory source and an operating supplier have different timing and continuity implications. A company strategy can connect them, but your current-supply conclusion should use the evidence for the specific feed programme being assessed.
Avoid an annualisation shortcut
Suppose, illustratively, a short production campaign demonstrates an on-spec product. Multiplying its best daily rate by a full calendar year would ignore scheduling, feed, maintenance and ramp-up. Record the observed campaign result and the assumptions required for recurring output separately. That produces a defensible progress assessment without either dismissing the milestone or overstating its commercial scale.
