State a testable industrial thesis
Replace a broad claim such as 'rare earths are strategic' with a proposition about a project or operation. What product could it deliver, through which route, by what milestone, and why would that address a relevant constraint? Keep this industrial assessment separate from valuation, portfolio suitability and an investment recommendation.
JORC's reporting distinctions are useful when geological estimates enter the memo. A resource or reserve claim should retain its category and must not be rewritten as achieved commercial supply.
Write the evidence and the failure case
For each important assertion, attach the source, date and scope. Distinguish observed output from targets, and a customer announcement from proven delivery. Identify the execution dependency that would most change the thesis: feedstock, processing access, qualification, funding or a critical timetable.
Present the strongest unresolved question, not only supportive facts. This makes the memo useful for a decision-maker who must judge what further work is necessary. A scenario can test a stated delay or interruption, but its result should not be described as a forecast of valuation or probability.
Illustrative committee question
The thesis is that a new operation will reduce reliance on a constrained conversion stage. The memo should show the product, process and route evidence that supports that claim. If the operation still relies on the same external converter, the industrial thesis needs refinement even if the geological or financing story remains attractive.
