An opportunity register can help identify a project seeking capital or a partner. An industrial assessment asks whether that project could supply the required material and change a dependency. Being investable in a commercial sense does not establish that the relevant processing route is operating or secured.
For a rare-earth opportunity, examine the material product, development status and downstream plan separately from the terms of the opportunity. A resource can be substantial while the path to separated oxides, metals or magnets remains conditional. The useful research question is what must be demonstrated next, not simply whether the project appears in a marketplace.
