Separate policy ambition from plant evidence
India's November 2025 scheme announcement set out support for integrated sintered magnet manufacturing from oxides to finished magnets. A programme objective is not evidence that its intended capacity is already producing.
Start a project-level review beneath the national announcement. Record the proposed developer, location, manufacturing scope and implementation milestones when disclosed. If the programme has not named a plant relevant to your question, retain that gap rather than creating a facility from the policy target.

Check the stages the policy does not answer
Oxide-to-magnet integration begins after several upstream activities. Ask where oxides will originate, which elements are required and how metal and alloy conversion will be established. A broad reference to national resources does not connect a particular deposit to a particular manufacturing line.
For potential customers, timing also depends on product qualification and commercial allocation. A plant can be built before a specific application is approved. Track those events separately so a construction milestone does not become an assumed delivery date in an internal sourcing plan.
Build a milestone-based monitoring brief
An illustrative watchlist could track developer selection, facility scope, feedstock agreements, equipment installation, first product and customer approval as distinct events. Each update should change one finding, not reset the entire project to ready. That produces a useful research brief for procurement and strategy without either dismissing the programme or overstating what it has already achieved.
From policy to purchasable magnets
| Stage | Evidence to seek |
|---|---|
| Programme | Official scope and implementation terms |
| Facility | Named developer, site and equipment progress |
| Customer supply | Qualified product, recurring output and allocation |
Your review checklist
- Keep programme targets out of current production totals.
- Name the facility behind each claim.
- Trace the oxide input route.
- Monitor customer qualification independently.

Can an incentive announcement establish manufacturing capacity?
It establishes the programme described. Installed and operating capacity need separate facility evidence.
What is the most useful first supplier question?
Ask which site and product line would supply your specification, and what milestone currently supports its delivery schedule.
