Start with the engineering requirement

Have engineering define the acceptable material and performance envelope before comparing sourcing options. Preserve the grade and application boundary in the research brief.

Rebuild the upstream questions
A change of material family changes which feedstocks, conversion capabilities and manufacturing processes need investigation. Do not reuse an NdPr-focused route map as if it fully explains a samarium-cobalt product. Identify the relevant metal and alloy sources and the facilities making the required form.
Compare resilience at the application level. A different material may remove one dependency while introducing another, and redesign or qualification time may be longer than the interruption being addressed. Keep long-term design options separate from substitutes that could actually be approved within the required delivery window.
An illustrative substitution review
Suppose a team proposes changing magnet family because one upstream input is difficult to source. First establish whether the component can meet its thermal and magnetic requirements after the change. Then investigate the replacement route and approval schedule. The useful conclusion may be a future design option, not an immediate procurement contingency, even when the alternative material has an attractive supply story.
