Identify what the tonnes contain
A total rare-earth oxide measure can cover a basket of elements. An NdPr measure refers to neodymium and praseodymium within a defined product basis. The same tonnage can therefore represent very different amounts of the material relevant to a magnet-chain question. Preserve the source's definition rather than shortening every figure to 'rare earth production'.

Compare the product the decision needs
If the question is separated NdPr supply, seek an observation that actually reports that product. A larger mixed output figure does not demonstrate more separated NdPr. If a source provides composition but not achieved separation, a calculated contained amount still does not establish recovered or saleable output.
Retain the distinction between gross material, contained oxide equivalent and separated product. When the required breakdown is unavailable, classify the comparison as incomplete. Do not quietly insert an industry-average fraction and present the result as company-reported production.
Illustrative basket problem
Operation A reports 10,000 tonnes on a total-oxide basis; Operation B reports 2,000 tonnes of separated NdPr oxide. Ranking A above B for NdPr supply is unsupported without composition and conversion evidence. The correct research task is to find the missing product-specific disclosure, not to treat the larger number as the answer.
