Treat utilities as operating dependencies

Begin with the process and site rather than a generic national infrastructure rating. Identify any disclosed power source, water arrangement or operational constraint relevant to the activity. Do not infer a facility's resilience from the reliability of a nearby city or another plant operated by the same company.
Separate interruption from customer impact
An outage does not translate automatically into an equal reduction in customer deliveries. Duration, restart requirements, intermediate stock and alternative arrangements can intervene. Equally, a short disruption may have effects beyond the hours without power if restarting the process takes additional time.
Keep each step of that reasoning explicit. Record the operator's statement, the affected product and the period. Where backup capability or usable stock is undisclosed, identify it as a follow-up rather than inventing a buffer. Avoid presenting a general utility concern as evidence that a named site is currently impaired.
An illustrative continuity question
Suppose a plant depends on one water intake and reports an interruption. The next questions concern the affected process, any approved alternative supply and the expected return to stable operation. A country-level diversification plan would not reveal that site dependency.
