A quote might measure time from order placement, drawing approval, deposit, tooling completion or receipt of qualified feedstock. Two identical lead-time numbers can therefore describe different commitments. Record the start event, end event and dependencies before comparing offers. The end event might be dispatch rather than arrival or acceptance at your site.

Break the promise into stages

Ask which portion of the schedule is material procurement, manufacturing, finishing, testing and transport. Then identify which steps can run in parallel and which depend on a previous approval. A new supplier with spare machinery may still require product qualification before it can deliver accepted parts.

For continuity planning, obtain a current supplier response rather than applying a generic industry lead time. Revisit the assumptions when the route, product or policy context changes. Keep the date of the quote so an old estimate does not quietly become a standing planning fact.

Supplier A quotes six weeks after approved drawings; Supplier B quotes eight weeks from purchase order including drawing review. A is not demonstrably faster until the drawing-review dependency is resolved. Compare the complete path to accepted delivery and ask which milestone is most uncertain, not merely which headline number is lower.
