Find the commodity boundary

USGS's Mineral Commodity Summaries defines net import reliance relative to apparent or estimated consumption and identifies the scope used for rare-earth compounds and metals. That scope should not be silently extended to finished components or every material embedded in imported equipment.

Read the table notes, year and unit before repeating a percentage. A national balance is an aggregate measure with its own adjustments and coverage. It does not identify which customer depends on which supplier, nor does it establish the physical route of a particular magnet.

Distinguish reliance from concentration

A country can rely heavily on imports while buying from several sources, or import a smaller amount through a concentrated route that matters critically to one application. The two questions are related but different. Assess both the share imported and the distribution and substitutability of those imports.

For a company review, start from the relevant purchased product and supplier chain. National statistics can explain context, but the company's actual exposure needs its own evidence. Keep private purchasing and inventory information under the customer's control rather than pretending a public aggregate reveals it.

An illustrative interpretation

Imagine a hypothetical market with high import reliance for a defined material category. One buyer may use a qualified domestic route while another depends on a single imported grade. The national percentage describes neither buyer exactly. Use it to prioritise the investigation, then examine the supplier, product and conversion path that determine the decision in front of the team.
