Decide what European supply means
The European Commission treats rare-earth elements, magnets and motors as a connected value chain. For a buyer, however, European incorporation, European manufacturing and European feedstock are different requirements.
Write the boundary for your investigation. It might be magnet production within a region, access to separation outside a particular country or a shorter delivery route. Without that boundary, a mine, a recycler and an assembly plant can appear on the same list despite solving different problems.

Look between the visible facilities
A map often makes mines and magnet plants easy to see while hiding conversion between them. Identify oxide separation, metal making and alloy preparation where relevant. A missing intermediate stage is a research question, not proof that the route cannot work or that it is already independent.
Compare facility status and product scope using the same review date. An inaugurated factory, a line shipping qualification samples and a plant with disclosed recurring deliveries are not equivalent evidence. Preserve the differences so the customer-facing conclusion remains useful when a project advances.
Use a bounded regional comparison
Consider an illustrative review of a regional magnet supplier and an imported magnet supplied by a local distributor. Compare producing sites, upstream inputs, qualification, delivery route and allocation. The regional manufacturer may improve one part of the exposure while sharing another. Present that specific improvement, rather than describing the entire chain as secure because the final factory is nearby.
